Biography

Tim is a Principal at Rouse, co-founder and Head of Rouse Consultancy and the General Manager of our UK business. He advises businesses on their intellectual asset strategy to enhance their competitive advantage.  

Tim's clients include major brand, technology and content businesses. His particular focus is on European and Chinese scale-ups and large MNCs. He also advises UK and European government on intellectual property matters.  

Tim had twenty years experience as an IP lawyer in the UK and China before establishing Rouse Consultancy. 

From 2010 to 2016, Tim headed Rouse’s Beijing office, providing clients with on-the-ground insight into the rapidly developing landscape. During that time, Tim was vice-chair of the EU China Chamber of Commerce's IP Working Group in Beijing advancing the interests of European business in dialogue with the Chinese Government. 

Before joining Rouse in 2008, Tim was Senior Legal Adviser at IFPI, the international trade body for the recording industry for five years, managing international litigation for the industry. Tim started his career at Ashurst in London, practising there for eight years as an IP lawyer handling litigation, advisory and deal support work. 

Tim leads Rouse Consultancy’s sponsorship of the Centre for Intellectual Property in Gothenburg, Sweden, and teaches on CIP’s Executive Education course. He is also an active member of the China-Britain Business Council and is a regular speaker at their events. 

Tim is the co-author, with fellow Rouse Principal, Sharon Qiao, of the chapter on Chinese Copyright Law in International Copyright Law published by Globe Law & Business.

  • Post Graduate Diploma in UK, US and EU Copyright and Related Rights, Kings College, University of London (Distinction)
  • Post Graduate Diploma in Intellectual Property Law and Practice, University of Bristol 
  • BSc (Hons) in Mathematics, University of Bristol 
  • Certificate in Patent Drafting, FICPI SEAD Course, Malaysia, 2013
